The constitution of the United States of America clearly states.
No person shall be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
Civil forfeiture has been a law for some time, but the Comprehensive Crime Control Act of 1984 is the law that changed it so that the assets seized could be kept by the agencies that seized it, after which civil forfeitures obviously started to skyrocket. It leads to corruption and oppression. The Crime Control Act of 1984 is a incentive for theft.
Civil forfeiture by means of asset control (giving seized goods to non-profits/gov agencies) makes matters worse.
