Do not allow anyone to promote above a GS9 without a college degree & a GS13 without a Masters degree in U.S. government

To save the government money, this petition will stop grade inflation for those not qualified. This caps government workers to a GS-9 level if they do not have a college education and to a GS 13 level if they do not have a Master’s degree. There are far too many people in government service that get above a GS 12 rank without any college education.
