Do Not Allow Energy Transfer Partners to get away with just a fine when they IGNORE the ORDER TO STOP DAPL CONSTRUCTION

Strangely coincidentally, the day before thousands of veterans were to show up at the #NoDAPL protest at the Oceti Sakowin camp on the Standing Rock reservation, the Army Corps of Engineers set forth an order denying easement and ordered Energy Transfer Partners to plan for a reroute of the pipeline.
Their response was that they intended to IGNORE the order and continue anyway, deciding that it was in their best interest to pay the resulting fine instead of obeying the order.
This is a flawed system. Other industries such as big pharma and the automobile industry routinely ignore laws and leave known dangerous products on the market, knowing that fines will be their only punishment.
This MUST STOP NOW. THERE MUST BE REAL PENALTIES. NO MORE FINES. PROSECUTION MUST BE MANDATORY.
