Currently the state of Ohio is counting students on an iep as a dropout if they do not receive their diploma in the 4th or 5th year of high school even if the students elects to defer taking their diploma (as per their right under federal law) in order to participate in job training type programming through the Board of Developmental Disabilities. The students have met all graduation requirements but may/must defer diploma to participate. Ohio office of accountability claims that the Federal Government forces them to comply with 4 and 5 year cohort rates irregardless of being in direct conflict with Federal Law that gives the students roghts to attend school until their 22nd birthday. Change this to not allow this conflict to exist. If student shows sufficient credit, allow to count.
