HR 313, a bill recently passed by the House of Representatives, would give sweeping new powers to the federal government to impose US drug laws outside of the United States. It was sponsored by Rep. Lamar Smith (R-Texas.)
Under this law, if someone living in the US advises or discusses with another person, regardless of where that person lives, any activity that would violate existing US drug laws if said activity were conducted within the United States, the person living in the US can be charged with conspiracy.
To illustrate with a hypothetical: You live in Chicago and have a friend living in Amsterdam. You recommend a marijuana coffeeshop to that friend. You can be charged with conspiracy.
