In the private sector when employees undergo temporary layoffs, shutdowns, furloughs, reduced hours, or other forms of reduced work they very rarely receive back pay when normalcy resumes. In the private sector this happens despite workers willingness to work, despite this being beyond their control, and despite that the superiors most responsible frequently receive pay during this time. The public sector should be no different. This should be very simple, employees were not working they should not receive pay. In many situations of reduced work people can receive unemployment benefits or utilize vacation/personal days to compensate for the lack of work & lack of pay. This should be the situation in the case of furloughed federal employees.
