Do not implement martial law
Martial law puts the entire country under control of the military, makes the constitution null and void, enforces and advocates for violence against noncombatant citizens, and destroys life and the quality of life in the United States. Attacking and killing people in the name of the public good is never good. What public good, Mr. President, comes out of using the military(and along with foreign troops) to attack its own citizens, especially when they have not done any thing wrong?
If you want the economy to grow into true prosperity for the American people, here is one thing you should do:
Abolish the Federal Reserve(which is a private bank with no gold and silver reserves and which has the government who makes its own money borrowing from it)
