BAH is currently given to all service members as part of a compensation plan for serving. When you start creating stipulations you are diluting the equity that is a staple of military service. Reducing BAH for dual military couples would indicate one member's service is worth less than their spouse's; it will negatively impact female Soldiers more than males. It would severely hurt Soldiers co-living with other Soldiers for the purposes of saving, particularly if they have other financial obligations outlined in AR 608-99. Finally, eliminating an SM's BAH would decrease serving as a competitive job opportunity. Maintain BAH compensation equally for all Soldiers: single, married with dependent, dual military, and co-living military.
