The explosion of the fertilizer plant in Texas is the fault of the owner's failure to keep the building within state and federal building code and failed to have it inspected by OSHA. Because the fault can only be found to rest solely on the owners of the building and business, they should be the only persons to be financially responsible for ALL damages incurred by the incident. The Federal and State should NOT be forced to give any sort of finances towards fixing any damages that was incurred by the blast.
