Do you think people with a list of mental issues/history be able to make there own medical decisions?

People with a list of mental issues/ history are allowed to make there own medical decisions. Some of the problems we have with murders, robbers, kidnappers, etc. are/ is people with mental history. They choose not to take medication and follow through with doctor care. No one meaning family can make any decisons for them. I would like a law that is looked at or changed stating if there is a long history of hospitalzation/ doctor care, that a family member has the right to make the medical decisions for the patient. When these people turn 18 they are out on the streets and THINK they have nothing wrong with them. They end up in jail with no help and left out on the streets again to do it again.
