dock the pay of Congress when Congress fails to do their job

Whenever Congress fails to do their job, and either pass a budget, or balance the budget, or anything that means the government runs out of money because the government didn't do its job, soldiers are hurt. Government employees who have nothing to do with the issue are hurt. Instead of not paying our service members and other government employees, I propose that we not pay Congress. They didn't do their job, so they don't deserve to be paid anyways
