Does the President of the United States have the authority to order the use of lethal force against non-combatants in the United States without due process who do not pose an imminent threat to the United States?

This is not a question about whether the President intends to use that authority.

This is not a question about whether the President has the authority to use lethal force to stop imminent threats to the U.S.
