Does USCIS administration working so slow?

Sir,
I am an International student from India,enrolled to Aristotle University, Carlsbad in September 2011. I worked with the same University when I took transfer to another University because of the incredibility of the accreditation, as personal revenge the Dean of the University terminated my status says on 'unauthorized work' . so that no other students never follow me.http://www.nbcsandiego.com/investigations/International-Students-Misled-.... I applied for reinstatement on July 03, 2012 to USCIS not yet processed till now, the normal processing time is 2.5 months. I need to have my working experience too to apply theory. I cannot blame USCIS they are doing their best but we cannot be able to use F1 status, if they use longer time on background chek
