Look at bookstores and grocery stores. Every night, the bakery section, along with other departments, gather foods to be thrown away because they were not sold. This is creating a lot of waste. Regulate the observation of donating "trash" to charities. It doesn't have to noted to the public for reasons of business, but it will feed people who can't otherwise eat. Bookstores toss books after they aren't "fetch". Consider granting them to private organizations, like children's wellness and shelters. This would eliminate waste and give charities room to achieve even more.
