Don't impose penalties on people that don't want to sign up for health care!

We have heard a lot about 'affordable' health care. But what is affordable for one is not affordable to all. A family of 3 that is making $50,000 a year and is living paycheck to paycheck can't afford to sign up for health care under obamacare and they don't get enough help in subsidies to make it affordable. In fact that is going to cost this family over $300 a month for coverage. How is that affordable? That is a monthly payment for a brand new car! Why is the government allowed to impose such a high financial burden and penalize people for not being able to afford to sign up for health care?
