NASA, currently has only 0.4% of the National Budget. And that buys everything, the ISS, the Orion, the Rovers, the Probe, everything. But, if we could just increase the budget to around 0.9%, or just 1% of the Budget, we could go to Mars soon and head off to the Moon and Asteriods, possibly even enter the Jovian System!
Just think of it. 1%. Thats nothing! America, with our improving economy, should be able to sustain a space program on just a simple 1% of it's National Budget!
