The federal government should be required to pass a budget on a yearly basis. It is my proposal to require that both houses of congress approve a BALANCED budget at least 30 days prior to the begining of the federal fiscal year. Failure to pass a budget would freeze spending at the prior year's level until a budget is passed. A budget that is not balanced may be passed with a 2/3 majority vote accompanied by a statement explaining why there is an exception to the policy. A 2/3 vote would show a bipartisan effort and would also prevent any presidential veto. Spending bills that are stop gap in nature or continuing resolutions would be barred. Budgets passed will be for the entire fiscal year. Both houses must approve the exact same bill. No after vote committee compromises.
