The only necessary entities within the federal executive branch are the Department of State, and Defense.
Every other entity (departments, agencies, commissions, etc.) that doesn't involve our defense and foreign relations should be controlled by the individual states with congressional oversight.
U.S. Code not dealing with defense, foreign affairs, and commerce should be turned over to the states and state legislature can decide if they want to enforce them or not.
This would keep the government in line with the tenth amendment
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
