Thomas Morris is serving 30 years for a non-violent, low-level drug offense. He was a drug addict who allowed his friends to get high at his house in exchange for small amounts of meth, usually 1/4 gram or less. On one occasion he facilitated the sale of 3.5 grams in exchange for 1/4 gram. He was convicted of possession and conspiracy to distribute meth. Under federal law, he was held responsible for the quantities of meth sold by his friends. His criminal history consisted of two offenses 18 years earlier for which he was sentenced to probation for stealing a saddle from a porch and for suggesting to a woman that she prostitute herself to satisfy a debt. These offenses were determined to be "violent" offenses, and he was sentenced to 360 months at trial as a "career offender".
