Draft 28th Amendment to the Constitution requiring Congress to be fiscally responsible by balancing the budget each year

Since 1970 there have been 4 balanced budgets. The result is the nearly $17 TRILLION debt that we all owe- over $50,000 per US citizen. There is no end in sight as $1.8 BILLION is being added to the national debt each day. It is time for Congress to hold themselves accountable and amend the Constitution such that they are required to come up with a balanced budget each year and begin to pay down our debt.
