No State has the legal right to recall or punish a Congress person and Congress has the sole rights to punish its members, the entrenchment of unaccountable Congress members grows. The Public’s ‘voice’ is heard in its vote, but to vote between two evils produces a general disinterest in voting. The ability for a State to recall its Congress person gives them a post vote option to enforce the voice of the constituency. The Congress person is no longer guaranteed the ability to do as they like after becoming a Congress member. The ability for a State to punish its Congress person, either as financial withholding or public reprimand provides the constituency with a means to remind its Congress person that their representative will is not their own but rather the will of the people.
