The legislative branch of our government is dysfunctional. We're in a chronic crisis when the two houses of Congress cannot pass critical legislation to allow our government to function. There are other democracies that have procedures to handle gridlock: a vote of no confidence in the UK or Germany, double dissolution in Australia. Double dissolution allows both the House of Representatives and Senate to be dissolved and call a full election after a trigger event (when legislation is repeatedly tossed between the houses with no agreement for several months). We are a presidential system of government. These examples may be parliamentary systems, but some governments like France have evolved to be semi-presidential with elements of both. If we don't evolve and grow, we will face decline.
