Draft a constitutional amendment to return the Government of the United States to the People. Do this through the following steps:

3) Reduce retirement benefits to no more than 10% of the last earned annual pay for all elected officials.
4) Enforce all ethics rules for elected officials to help eliminate influence from lobbyists,
5) Create a citizen panel for review of legislative misbehavior and to determine accountability.
Basically, let's get to a government "by the people, of the people, for the people."
