The program invloves reimbursing, in full or partially, American citizens for the purchase of a new vehicle under the stipulations that the following criteria are present:
1. The buyer must trade-in an older vehicle
2. The new vehicle must meet the standard of 30 mpg or better.
3. Reimbursement is limited to one vehicle per family.
4. Buyers with a trade-in that is in default or otherwise financially "upside-down" will not be excluded from reimbursement, but will only receive the difference of the debt.
