Drainage ditch for Keystone Pipeline

My idea for the Keystone Pipeline is a simple compromise for all parties. Make a drainage ditch that will capture any liquid from a potential oil spill. The drainage ditch could be inspected monthly to prevent over flow. With this compromise in place it can mitigate environmental damage and prevent financial burden on the company building it.
