Lowering access costs to space will vastly improve America in many ways from economic to social to scientific.
Space technology has already changed the world. E.g. GPS systems, satellite imagery, satellite T.V. and telecommunications.
Advances such as space based power, asteroid mining, exploration, and colonization are limited by prohibitive costs ranging from $5,000 to $25,000 per kg to access orbit.
The U.S. should set a specific, achievable and ambitious goal of lowering the per kilogram cost to access space, such as by a factor of 3 in 9 years, and a factor of 10 in 18 years.
Private-Public partnerships with companies such as SpaceX, Orbital Science, Lockheed etc. should be further pursued. A dedicated research division in NASA should be created to research low cost launch
