Drone causality definition change.

This petition class for the white house and all applicable agencies to change the definition of a "terrorist" killed in a drone strike to only "a person who is currently actively looking to directly and intentionally harm US citizens or innocent civilians with evidence to conclusively determine that is the case" and for the definition of civilian when referring to a drone strike "any person to which there is a lack of evidence that ties them directly to an imminent attack on people who are not actively hostile toward the US or an other person who is not actively hostile toward the US, its alleys, or other neutral party.", and that all prior, current, and future drone strikes causality calculations be recalculated using these standards. I ask this in the name of winning Hearts and Minds
