I propose a mandatory safety and handling course in order to purchase a firearm. This way you are not infringing on our 2nd amendment and all future owners will be educated on proper safety and handling. I propose a 4 hour course for $20-25.00 that will cover safety , handling , and current laws for that area.Once the course is complete people would receive an endorcement or certificate that would allow them to purchase whatever firearm they like.You will eleminate ignorance and create teaching positions and create revenue. This is a win/win proposal for both sides.
