Not everyone in aviation is "rich," so drop the stereo type. Many student pilots and small businesses would be affected by this, along with local pilots and aviation fanatics. If you expect the wide opening of pilots needed for commercial travel to be filled you will avoid this taxation, and leave aviation alone. Aviation is governed enough, the FAA does a great job at it.
