In Syria, air drop smart phones and humanitarian aid.
Work with technology companies and neighboring countries to blanket Syria with open internet access. Deploy other non-hostile assets as necessary in order to provide unfettered access to all.
This action does not require a Declaration of War. To the extent that the technology is standard and the access is unfettered, it could not be argued that this interferes with Syria's sovereignty, on the doctrines that a) the abiding sovereignty of any nation is the will of its people, and b) the natural rights of the people in all cases take precedence over sovereignty (even if that sovereign is elected by a majority).
If we do this, we will have ground truth, human connections, and we will know the will of the Syrian people.
