Offering rehab for those caught with the substances.
Legalizing Marijuana.
Promoting clean needle exchange for addicts to prevent the spread of blood born pathogens.
Stopping the crooked agencies bent on reaping the benefits financially for enforcing such laws.
Abolishing the DEA, and stopping the cartels from making money off of ruining peoples lives all together.
