Drug test everyone recieving taxpayer funded benefits. If they pass, the taxpayers will pay for it. If they fail the tests, they pay for it and benefits are discontinued for one year. If they fail it twice, benefits are discontinued for five years. The money saved will more than offset the cost of testing.
