It is only fair if taxpayers must pass a drug test to earn the money allocated for welfare, then recipients must pass to collect said monies. Any illegal substance found in their system should cut their benefits by half. A second positive test should revoke all benefits. I feel that is generous considering I would lose my job for the first positive test. Thank you.
