Drug test anyone receiving welfare or applying to receive welfare. Most jobs require drug testing before employment.

Anyone on welfare or applying for welfare should be mandated to take and pass a drug test. If the test is failed, reapplication/retesting is available after 1 month from failing drug test. Applicants that have failed first drug test and have passed second, must take a drug test once a month to continue on welfare. Welfare should not be used as a supplement for unemployment. Welfare should not be an indefinite solution to not having a job. There should be a reasonable time constraint that one can receive welfare.
