Change the rule for collecting Public assistance. If you want services then you need to follow the rules working people have to most of us are required to pass a drug test!
If this was the law we could save the country some money. Give the ones receiving services 60 days to get clean. Place children in adoptive home's or orphanages they would be far better cared for and in less danger.
