People will be drug tested before receiving free medicare from the government. This money comes from hard working families, and should not be given to those who choose to spend it on unnecessary items such as drugs. Most welfare received is given to people who don't work and take advantage of their free money (earned by hard working families who need it more) and spend it on drugs, guns or alcohol.
