Welfare and Food Stamps serve as a help for people in dire need. It is meant to support them until they get a job. The problem is abuse and the cyclic system of people depending on help but never giving back. We need to start drug testing welfare recipients in ALL states to begin the process of making people realize lifetime government support of abusing the system is not tolerated. Most people have to drug test to get a job, shouldn't those receiving welfare from taxpayers be asked to do the same?
