Due to decreased Bank lending, push for legislation that allows the US Government to directly fund Small Businesses.

A lot of small businesses are having troubles because Banks are not lending money for new or continued expansions. Most jobs are created by small business. Do like you did with the student loans and have the US Government fund the small businesses (and start-ups) directly through grants, loans, and contracts for supplies or services. Additionally, increase the percentage amount (of their budget) that the governmental departments have to purchase from small businesses. Also have it apply to actual small businesses of 50 or less people, not the 500 to 1500 people or 7 million to 35 million standard currently used by the SBA. Target amounts to different sizes of businesses (10 people or less, 11-50 people, 51 to 100 people).
