During Furloughs, Members of the House and Senate will each elect 5% of members to represent all member in the House and Senate. The 5% of each house can find a resolutions while the funds acquired from the 95% can go toward the National Debt.

House and Senate members make close to $200K a year; reducing the National Debt will increase consumer spending, and increasing consumer spending will improve The American economy.

Furloughed House and Senate members may still communicate with the elected 5% to find solutions. Furloughed members may switch with the 5% members with the 5% member's approval.
