Studies have shown that children's development is most critical from birth to five years old (cognitive, motor, speech, behavior). Qualification for early intervention services should be provided when a child has a 30 percent delay. Currently every state has their own qualifications depending on their budget. While children from richer states are receiving services, children from poorer states are being left behind.
