I propose that a law is created requiring Americans to spay/neuter their pets. An incentive to get people to comply would be to make the cost of spaying/neutering tax deductible. The goal behind this is to stop the overpopulation of cats and dogs. Legal Breeders would be exempt. As the overpopulation dwindles, the money used for the Humane Societies and other such organizations could be designated to help animals in need.
