Ease American tourism restrictions to Cuba

Cuba, though classified as a Communist authoritarian state, has been slowly making economic reforms. Further, the tourism industry is becoming very strong there. Currently Americans are not allowed to directly travel to Cuba.
They are 90 miles away and are our neighbors. Our country has normalized relations with countries that have far worse human rights records and that are overtly, or covertly, more hostile to America.
Tourism could be a big step to more normalized relations and change in Cuba. Not just our dollars in action, but the relationships we can forge with our Cuban counterparts would be invaluable. In today's political climate why are we still shunning a country 50 years later because they decided to form their own government? Are not China and Vietnam still Communists?
