Ease the visitor visa path for Green Card holder's and citizens' parents.

Government just published new rule that can ease the process of obtaining immigrant visa for the US residents' parents (Provisional Waiver). However, what if parents don't intend to stay in the USA forever but just want to visit their children and grandchildren for a few weeks?
Many parents try to get a visitor visa numerous times and get denied because of lack of ties in their home country. I am asking government to review the law and ease the tourist visa process for our parents.

P.S. In our case this separation with parents makes us plan every summer vacation going to home country just to see them, spend there our money instead of inviting them and spend nice vacation in Disney Land etc. We pay our taxes and government can see that we can afford it.
