Easily Close the Gunshow and Private Sale Loopholes Without Infringing Lawful Citizens Rights

The Federal Government should outline a law to require any citizen that wishes to own, purchase, or possess a firearm, to receive an endorsement on their State ID or Driver's License. Applicants will submit themselves to a one-time background check and pay any applicable fees. The endorsement would be added a state issued ID upon approval. 5yr until renewal. During the sale of a firearm, the buyer will display their endorsement and no other checks are required by the seller past that. The sale of a firearm to a non-endorsed individual would be a felony and subject to arrest and fines. (private included) Possessing a firearm without an endorsement would be a felony.

Possession of an endorsement does not indicate whether the holder owns one or more guns, just permits him/her to do so.
