Signing a petition even if it is a petition of secession, does not call for exile of the citizen signing said petition. Only if you were in the Military under the Uniform Code of Military Justice, then it would be considered treason. The only other reason to call for exile or treason is that a Citizen of the United States has participated espionage or an unsuccessful attempt to over throw the government.
