Effect a real fundamental change to Entitlement Programs.

I would like to see a flat-rate welfare benefit tax on most of the population that receives the benefits, which they have for the most part not paid directly into the benefits that they are receiving. Those benefits, I propose taxing are SSI, AFDC, SNAP, Section-8 Housing and Medicaid, which are usually caused by immoral personal decisions. The rates would be as follows:

Age 16 - 25: 25% Rate
26 - 35: 20%
36 - 45: 15%
45 - 55: 10%
56 - 65: 5%
over 66: 0%

Those who are under the age of 22 and in school full-time, and anyone who is catastrophically disabled, through means that are determined to be not intentional or self-inflicted, will be exempted from the tax.
