This is a petition to either improve (i.e. make functional) the department of the FBI known as IC3 which is supposed to protect users from fraud via email and other Internet sources... or disband the department completely, thereby freeing up tax dollars currently being used to support it. As it stands now, the department is completely useless and there has, in fact, been an increase in Internet fraud since its inception.
It would behoove the bureau to vet and hire individuals competent in the media of source code (be it eMail or website) and various technologies. If this is not possible, then it would be in the best interest of the American people to disband the department altogether.
