Without attack on freedom of religion, instate property taxes on all churches and non-profits. They are privy to the same fire and police protection as everyone else, though they do not provide the revenue.
At the very least, require that all non-profits have "open-books" so as to make all financials "transparent", thus discouraging any "political lobbying" or misappropriation of funds (read about "Mayor Kilpatrick of Detroit, and a Chicago church, for example)
