Many of our congressional districts have been drawn specifically to give one party an advantage over another, this is known as gerrymandering. For example after the 2012 house congressional elections the Democratic Party won over a million votes over the Republican Party yet the Democratic Party has a minority in the house. I believe that the only way to end gerrymandering is to elect the US House of Representatives using proportional representation. In such a system the country would vote for a party and if a party wins 30% of the vote they would win 30% of the seats in the house. Such a system is used in Australia, Switzerland, Russia and India.
