The process for appointing Electors is not a true representation of the will of the majority. While the Constitution allows each state to provide Electors equal to the number of state representatives each state has in Congress (plus 3 from DC), it does not specify how states must appoint Electors. The current winner-take-all system used by most states places more weight on state majority than is appropriate. If we apply the same winner-take-all approach to similar elections, like Congress, the absurdity becomes clear.
I propose an amendment that specifies states must provide 2 Electors to the winner of each state (102, equal to Senate seats plus DC), and split the remaining Electors based on either popular vote in each state or congressional district (436, equal to House seats plus DC).
